Eligibility for a Tour Operation Permit
The Tour Operation Permit can be issued to:
- Citizens and non-citizens.
- Locally registered companies that have been approved by the Department of Tourism.
Supporting Documents Required for a Tour Operation Permit
To apply for a Tour Operation Permit, applicants must submit the following documents:
- Copy of the Vehicle Registration Book or proof of financial ability to purchase the vehicle.
- Valid Roadworthiness Certificate.
- Certified Copy of National Identity Card (Omang) of the applicant.
- Valid Tourism License issued by the Department of Tourism.
- Copy of the Vehicle Registration Document (Blue Book).
- Vehicle Inspection Certificate (only if the permit application is approved).
- Copy of Certificate of Incorporation (for companies).
- Copy of one director’s National Identity Card (for companies).
- Shareholder’s Certificates (for companies).
- Business Proposal (for companies).

How to Apply for a Tour Operation Permit
Step 1: Download and Complete the Application Form
- Download Form RTS 1 - Application for Initial Grant, Amendment, or Renewal of Road Transport Permit from the DRTS website or collect a copy from any DRTS office.
Step 2: Submit the Application
- Submit the completed form along with the required supporting documents to the Registration and Licensing Officer at any permit-issuing DRTS office for approval.
- Pay the BWP 130.00 application fee to the Registration and Licensing Officer.
Step 3: Attend the Transport Advisory Board Hearing
- First-time applicants will be required to attend a Transport Advisory Board hearing, where a decision will be made regarding the permit application.
Step 4: Vehicle Inspection
- Once approved, take the vehicle to the Transport Inspectors for inspection. If the vehicle fails inspection, follow the inspector’s instructions to rectify the issues and reapply.
- If the vehicle passes inspection, an Inspection Certificate will be issued.
Step 5: Permit Issuance
- Take the Inspection Certificate and all other supporting documents back to the Registration and Licensing Officer. Pay the required permit fee, and the permit will be issued.
